HWSETA Capacity Building Programme — designed and delivered by Legacy Management Solutions across three provinces.
HWSETA appointed Legacy Management Solutions to design and deliver a comprehensive capacity-building programme aimed at strengthening the organisational and operational capabilities of participating organisations within the health and welfare sector.
Rather than delivering standardised training, Legacy adopted a consultative, evidence-based approach — beginning with the unique challenges, strengths, and developmental needs of each organisation, then developing customised learning content and practical interventions aligned to the realities of the sector.
The project extended beyond training delivery to include curriculum development, facilitation, assessment, and monitoring & evaluation — ensuring that learning translated into measurable improvements in organisational capacity and service delivery.
Organisations in the health and welfare sector face increasing service demand, constrained resources, and evolving legislative requirements. Initial baseline assessments identified several common development needs.
Legacy Management Solutions implemented a structured learning and capacity-building methodology consisting of five key phases.
Learning that extends beyond the classroom — translating into stronger systems, better governance, and measurable improvements in organisational capacity and service delivery.
